TO ACTIVATE THE SUPER TURBO PAD CHEAT:
go to the main menu,
while holding R1+L1, press Triangle, Right, Right, Circle, Left.
A pop-up will appear informing you that a cheat has been activated. When trying to enter any game mode other than Local Arcade, the cheats will automatically turn off.

The STP cheat will turn all standard turbo pads into a Super Turbo Pad, which will give you a middle-tier Blue Fire. Pads that already gave Blue Fire will remain unchanged.

Also I personally refuse to refer to Blue Fire as "USF" or "Ultra Sacred Fire" but I'm throwing this in the description so it shows up in search results for the weirdos that still call it USF.
