Computer imagery is shown to you by creating lots of still images and showing them to you on your display in quick succession. “Frames per second” refers to how many of these still images you are shown per second. Higher numbers generally mean that animations and such will appear smoother, lower numbers will mean that the animation appears choppier to the point where you stop perceiving animation and only see still images in succession.
Low FPS is not a problem on its own (other than that the choppiness might bother you), but may be symptomatic of various problems (the most common of which would be that your hardware is too weak for the graphics preset you chose in a game, closely followed by poorly optimized games). High FPS is generally not a problem, but may be wasteful.
