I break down my findings on experience gains against dozens of different monsters in both Normal and Always mode.

If a normal ability is killing enemies, use Always.
If it takes a normal ability plus one or two auto attacks, use Normal.
If it takes more than that, but less than three abilities use Always.
If it takes more than 3 abilities, use Normal.

I hope this helps. Keep in mind that switching to normal amounted to an experience gain of 10% or more with an average of 18%.
