EDIT: Reddit User u/Endzville brought to my attention a pre-Phantom-Pain quote directly from Hideo Kojima about how he planned to make Venom a silent protagonist very much on purpose, in order to bring Snake and the player's perspectives closer together. This definitely confirms linking the player and character perspectives, but it still doesn't explain the cut dialogue in the first place. If this was always planned, why record extra dialogue for Venom at all? Why give him some kind of characterization and then take it away? Did it just not work in the end?
Either way, it's great to know. Maybe that's the long and the short of it, Venom was always meant to be quiet. Doesn't feel like it to me though, personally.

EDIT EDIT: A lot of people seem to be commenting on the fact that Venom is the medic, or BB’s Phantom. Of course he is, that was the main plot of the game haha. This video’s more about “Who is Venom Snake As a Person?”
