Why is this GTX 1070 FASTER than an RTX 3080??? | plz help

Found the issue, but we can’t really do anything abt it. There was some driver in the span of March to October 2022 that messed up the 3080 with encoding performance in at least the free version of resolve (tested in resolve 18). There was one studio driver in October that performed properly, but ig it was a fluke cos the next driver broke it again. Yo this day, the gtx 1070 actually still beats my 3080 in the free version of Resolve. AGAIN I haven’t tested the paid studio version of resolve.

Just got a RTX 3080, but its rendering slower than my old GTX 1070 in DaVinci Resolve.

I wanted to mention that I did buy this 3080 used and it was MINED ON. This didn't effect gaming performance though, I benchmarked 4 different games and compared them to what other people got online. So I'm assuming everything, at least gaming wise, is functioning fine.
So I need help with this. I am wondering if maybe there is something deep in the bios that could be stopping it from rendering properly. I did update the card's VBIOS from the latest one supplied on Zotac's website.

What I'm not sure of, and could possibly be the cause is I updated the bios with the one for the Full Hash Rate (FHR) card, which the SKU# indicates that it would be. Should I try the LHR BIOS? Would that effect the render? Or would that brick the card? Idk
