Why YouTube auto censors comment that don't violate any guidelines within 30 seconds? {Need answers}

1Can't even have a dignified, civil discussion in YouTube these days. Any link that leads outside YouTube is auto censored, any article that is being cited for factual information is censored. Why?
The other day I couldn't share a link leading to SriLankan Presidential order about cultivating only Organic food in the whole country!!
This video is a documentation of an automatic censorship that's Soo quick it takes no more than 30 seconds...!!!
Need answers! What community guidelines are in violation in sharing a news link?
