boot your computer on your usb or Boot menu and select USB bootable
press shift+f10 to open cmd commands
c:
cd windows
cd system32
ren Utilman.exe Utilman.exe.bak
copy cmd.exe Utilman.exe
cd..
cd..
cd Program Files
cd Windows Defender
ren MsMpEng.exe MsMpEng.exe.bak

restart your pc

then
click ease access or look like clock arrow icon
net user
net user "your user account" *
or
control userpasswords2

after you successfully login to your account

rename them again to original.. boot your usb again
c:
cd windows
cd system32
ren Utilman.exe.bak Utilman.exe
cd..
cd..
cd Program Files
cd Windows Defender
ren MsMpEng.exe.bak MsMpEng.exe
exit
restart your pc

Note: I renamed windows defender because my default antivirus had a issue of virus when renaming utilman.exe. this is only for windows 10 issue of MsMpEng.exe .
