Here it is Blizzard, FIX your broken game! Soothing Mists (PvP Talent) should not be castable on NPC's period! It's a PvP Talent, why does it work on PVE mobs at all? This EXPLOIT works on all NPC's in most Epic Battlegrounds, whether you are talking about Fangraal, Kronus, Rylai, Jeron, Tremblade, Volrath, Balinda, Galvangar, Drek, Van, High Commander, Overlord, etc. EXPLOIT STILL WORKING AS OF JANUARY 16th, 2023!

"Your Enveloping Mists heal the target for 2.0% of their maximum health each time they take damage." Well ... the bosses are taking damage constantly, so they will constantly be healing for 2% of their maximum health? Yeah, that's not bugged at all Blizzard! It should NOT work on NPC's!
