This might be the hardest thing I've done in FNaF speaking skillwise. You need A LOT of practice with UCN, UCN: Deluxe and Greenruns overall to pull something like that off. Also I shocked empty Scrap Baby, which made me lose 1% of power, so that could've been 24% if I hadn't had done that. Took me a couple hours of practice (mainly with managing Music Man and Lefty + BB/JJ, since you need to save power on them, which creates more noise), but it was worth it. Also 25% is surely possible, I'm not sure about 30%, but maybe it is
