地中海沿岸の高級リゾート都市モナコのモンテカルロ地区にスタート/ゴール地点が置かれる。
舗装された公道を走るターマックラリーであるが、真冬の山間部は天候が変わりやすく、路面状況もドライ、ウェット、アイス、時にはスノーと刻々と変化し、タイヤ選択が非常に難しいことで知られる。アイスノートクルー（偵察班）の事前報告に基づくペースノートの修正、難しい路面状況でも慎重にタイムロスを抑える運転など、車の性能よりも選手の経験や技量がものをいうイベントである。
