Hello again.

The infamous Wrath Seeker returns to field duty with different voice because I don't know how to port her voice from the second XCOM (and because she's 18 here). Also, lots of mutons to shoot.

This isn't human this time. This is one of the original Sectoid Commanders which were sent to observe and inspect the Earth population before the invasion. This particular Sectoid Commander was supposed to gain insight into Earth's engineering capabilities. Based on how Chimerian Squad portrayed sectoids, I can be sure I can speak about this Sectoid gaining a sympathy for humanity too.
Because Ethereals were quite lax at this time considering their control on their subjects, this Sectoid Commander managed to get a small chuck of free will. When 35 years passed, the Sectoid finally saw in what conditions his species lived - in slavery. Having gained enough free will, he managed to break his psionic slave chip and escape from the ship.
Compared to 2040's Verge, the Sectoid was still in the society really scared of aliens. And soon the food problem became quite known to the Sectoid. Most of the food that wasn't meat was poisonous for Sectoids. Thankfully, thanks to mind-controlled humans back into the back, the Sectoid also developed empathy towards cats and dogs. Even without mind control, the Sectoid managed to get a friendship from those animals. They helped him to hunt prey like rats and small birds. Sectoid's digestion system was adapted to goo-like substance of the ships, but even with problems Sectoid lived off the meat of prey that cats and dogs brought to him.
The Sectoid started considering his animals to be his best friends.
With them, he travelled across the world.
One day in 2015, he arrived at some building when rain downpoured. He entered it. The owners of the building weren't there. But the Sectoid saw what this building was - it was a torture center for homeless animals. He saw homeless cats being in cages and being very scared. Thanks to understanding of Earth's technology, the Sectoid managed to watch the recordings from camera where the animals were tortured and brutally killed for fun.
After witnessing the horror on recordings and seeing just how merciless these humans were, the Sectoid understood that the cats there were just like Sectoids - in slavery and constant fear. And the Sectoid raged to the point of berserking.
He decided to avenge the fallen animals.
When those humans came back, the Sectoid turned on the camera and decided to live-stream this to the world. Having found the most popular video feed site, the Sectoid then finally snapped. When the humans found him, they tried to kill him. Sadly for them, Sectoid effortlessly mind-controlled them just enough for their mind to be still their own while their bodies were in his control. He showcased their mercilessness to the entire world.
And then he decided to let the watchers see the torture process itself. He forced humans to torture and flay themselves. It wasn't pleasant at all. The watchers were horrified. The screams of the slavers knowing what they're doing were mortifying. But the Sectoid's brand of frontier judgement was just like that.
After those humans died mutilated the Ethereals intercepted the live feed. They've sent an assault UFO to dispose of the slave that broke free. They killed the Sectoid but the message was sent clear to the world - not every alien was a mindless drone of the Elders.
The example of punishment against the true maniacs, the animal torturers, despite the truly horrible imagery, earned the Sectoid the name of "Alien Judge", posthumously.
He liked humanity and pets. He absolutely hated slavery.
