Saints Row 1 never got ported to PC, it currently remains as a Xbox 360 exclusive. This changes with the Xenia emulator. Xenia is still in early development but it's now possible to run the original Saints Row at a *playable framerate.

Some Caveats:
You need to create a separate Xenia Shortcut with the arguments:
--protect_zero=false
Otherwise the game will crash after one minute or less.
You MUST save to a new slot every time, overwriting an old save will result in a crash.
According to the Github, the game is playable from beginning to end. Minor slowdown to ~15FPS (eyeballing it) at times, some minor random graphical hiccups, and a random bleeping sound sometimes occur.
If you own a Xbox One or Xbox Series X/S you can buy a digital copy of Saints Row 1 for $9.99 via the Microsoft Store. Hopefully with X-Cloud, Saints Row 1 can - kinda - come to PC.
