You're meant to tackle this one before Teach and definitely before Gray's but oh well this is the order we're going in.

The last hero quest we can realistically do for now and despite the lower level Zeon is one of the harder boss fights out there able to take a lot of punishment and shred your party members down quickly.

Also I'm not sure if this quest is required or not because the game mentions "hey maybe we should check back on colony 9" after beating Valdi's quest which is required, then there's the fact his level is scaled for right around that point and Zeon is a defender style hero so he fills out the trio of battle types with Ethel and Valdi.
