Every level of Ape Escape usually makes sense in design. Like you wouldn't have a problem with the design of the areas in a level since they all look like they connect correctly. TV Tower though...

TV Tower just seems like a throwaway level where they had SOMETHING going on... but in the middle they just had this one area they didn't use before and this test area for the tank and they thought... EH. Put it in TV Tower. Just add the elevator doors. Good enough.
