All of Paragus's passives are now passive skills from level 2 onwards.
It's harder to finish civilians than I expected, so finishing with Paragus doesn't make much difference. There's also not much difference between Paragus and level 2 in terms of whether you can keep up.
Personally, I think level 3 Blue Broly is the best.

By switching all of Paragus's passives into the level 2+ passive set, the gameplay changes drastically.
However, surprisingly, finishing civilians becomes harder than expected, meaning that even if Paragus lands the finish, it doesn't make much difference.
