The Chainsaw can be looted from Working Stiffs Crates, Sedans and Garage Storage Boxes. The best Point of Interest (or POI) that will give you the most chances to obtain a Chainsaw would be the Working Stiffs Hardware Stores, as they tend to have the most Working Stiffs Crates of any POI.
You must have a loot stage of 192 or higher in order to have a chance of looting a Chainsaw. Your loot stage is dependent on your level, the current biome you are in, the Point of Interest (or POI) you are in, equipping Lucky Googles, unlocking the Lucky Looter perk.
Buy The Chainsaw From A Trader
Alternatively, a trader may have a Chainsaw for sale. You will need to save up your Duke Tokens, obtaining them from looting, completing quests, and selling unneeded loot. You can take advantage of better buying and selling prices with the Better Barter perk as well as using Grandpa's Awesome Sauce and equipping a Cigar.
In rare instances, it's also possible for the Chainsaw to be an option from a Quest Reward.
