I've decided to play it without the DLCs mainly because of the water missions combined with pandemic, pandemic makes helicopters mandatory to avoid multiple people getting sick, but there doesnt seem to be enough units to deal with all the missions. Playing the game without any DLC seem to be barely possible to get 100%s by only buying a bunch of cars.

In this game its possible to play in any region in the world, but on the other hand the campaign has less unique scenarios compared to 911, and it doesn't matter where you play, every region have the same voice calls.
