It's a Python script. If you're on Windows, you can download and install Python from https://www.python.org/downloads/windows/
Once that's installed, and you have Arcade Game Series: Ms. Pac-Man from Steam installed, you can browse in Windows Explorer to the directory where you want to extract the ROM, type "cmd" in the Windows Explorer address bar to open a command prompt window there, then enter
py -m pip install --user pipx
py -m pipx ensurepath
pipx install game-extraction-toolbox
gextoolbox tasks extract --task ags_mspacman --destdir ./
And it should extract the ROM! You put it in the "roms" folder in your MAME directory.

I run the game by making a shortcut to mame.exe; I right-click the shortcut, select Properties, and edit its Target line to add some parameters to tweak it so it's nice and sharp, etc, like:
[your MAME path]\mame.exe mspacmab -waitvsync -nofilter -autosave -volume -10

After recording I found the -autosave MAME parameter to save the state when exiting, so the high score will be preserved--because Ms. Pac-Man and Pac-Man don't have their own means of saving anything; when powered down in the arcade all high scores are lost!
Sooo finally got a working Ms. Pac-Man arcade ROM that I can run nice and sharp, yesss! : DDD
