Commands used:
Create a tagged Armor Stand:
summon armor_stand ~ ~1 ~ {NoGravity:1b, Invulnerable:1, Tags:["randomPicker"]}

Set redstone block at a random armor stand:
execute at @e[limit=1,sort=random,tag=randomPicker] run setblock ~ ~-1 ~ redstone_block
