Since these two damage dealers(Jingliu and Dr. Ratio) mainly utilizes debuffers like Pela and Topaz respectively, I feel like the new "Pioneer Diver of Dead Waters" relic set will be good at them as the effect stays consistent.
Though, it is not recommended to have these sets IF you already built your characters of a previous or old relic set.
While the damage can be better but it is not worth to spend more relic just to get a slight increase in damage.
Topaz here serves as a debuffer or rather a support hence why she has 160+ SPD. She will be mainly using basic attack so the speed helps with her energy regeneration.
