King of Fighters '96 helped to revolutionise the series, becoming a much more defined and especially refined game. The action became a lot more about combos and close strikes as opposed to the more Street Fighter-esque gameplay of the previous games, and many characters move sets were changed up. It also gaves us two of the most infamous bosses in the entire series.
If there's one word to describe Goenitz, it's annoying. He's a boss simply designed to get in your way, meaning that he's lacking on combos and offensive special moves. You know, the main point of the game. That said, I've always liked how defensive the bosses in these games were; it helped to keep it much more fresh and interesting. Goenitz however is said to take this a little too far. His Yonokaze (that pillar of wind move) can pretty much always stop you in your tracts no matter what you too. At the same time, he can use his super moves any time he feels like it, making him overall incredibly difficult to deal with as you have to play defensively and wait for an opening. He's a decently fun character to play with, but not the best. His play style is defensive and slow, mainly there to annoy your opponent as opposed to dealing a lot of damage (with the exception of his supers of course). Overall though, I actually had a surprisingly fun time playing with Goenitz. He's unique enough to be interesting; not too over the top but not too underwhelming either. I'd really recommend trying him out.
