Rugal in mini form. Plays as he did in KOF 98, unsurprisingly, but once more this is a very impressive port. He's really difficult to unlock, and seemingly can only be fought in single player mode as a mid-boss after having completed Making Mode, at least as far as I could tell. As with KOF R-1, save yourself the trouble of tediously unlocking these characters (which is even worse in R-2, as the mid-boss you face is always randomised, and that's the one which is unlocked if you defeat them) and just download my save file with them unlocked in the first place.
