Between keyframes, in 2D, no matter how the camera is moving, there's no illusion of depth because the character would have to be redrawn on a new keyframe. Frame-by-frame on any scene from an anime that uses a 3DCG background (for example, Attack on Titan) and the characters just hold in place between keyframes. That was the effect I tried to create. Spider-Verse did it really well
