33'Mostly Peaceful' is not propaganda in and of itself, but a clumsy attempt to compensate for a naturally occurring form of propaganda (it bleeds, it leads). If the term is not applied universally, then you have a legitimate beef, but the phrase itself isn't wrong, or ridiculous.
