I found this room by save modding the game. If you want to know what the exact code is for the room it's 40 09. What's interesting is the room code HQ is 09. It's pretty much the same number excluding the 40. usually, the 40 before a number represents a location inside off of a map, so I might be just right about this being a hidden room in HQ. I'm guessing the devs wanted to make another section of HQ but scrapped it. :)
