Your target is hosting a party. You need to identify one of the guests, follow her to the party, and then kill the host. The guest is somewhere within the green circle on the map. Run across the rooftops, following the green target on the Mini-Map, until you reach the green circle. Then, activate Eagle Vision and look down; the guest, marked in gold, should be in the middle of the square.
Make your way down to street level and start following her. Don't follow too closely, as doing so will make her suspicious. A minstrel will pester you at some point, so be ready to throw some florins. As you near the party (the restricted/red area on the map), hire the nearby group of Courtesans. Continue following the guest to the archways and order the Courtesans to distract the guards blocking the way.
Using the Courtesans as a distraction should allow you to move through the archways unhindered, but since the area the party is taking is a restricted area, the guards will identify you quickly once you've been spotted. As such, you'll want to find and kill the host as quickly as possible.
