You're after just one target -- a Brute. The target is somewhere within the green circle on the map. Follow the green target marker on the Mini-Map to reach the location. The target is walking around by the pillars along the southeast end of the area, surrounded by about a dozen guards. The target is easy to identify -- he's the lone Brute. Use Eagle Vision to mark him on the map.
Hire the group of Mercenaries south of the target's location and order them to fight the guards. Stand back and wait for the target to get involved in the fight.
