IMO the F-4E is one of the best choices for low-cost lobbies, I see a lot of Gripens and Su-33's in these lobbies still and I think using such fighters in these games is a poor choice. Because you cannot equip as many high-level parts to bolster your performance with them.
However, with the Phantom II, its low cost means you can equip very high-level parts to bolster the aircraft's performance and improve its weapons loadout as well. The F-4E has SASMs which are one of the best SP. W right now, pair that with a takeoff augmentation, homing and power parts and you have an excellent setup for destroying your opponents.
I highly recommend going for durability upgrades as the F-4E is fragile and bolstering your SASM loadout for max damage, and homing will see you score many hits and kills. Also, anything to help aircraft mobility will definitely help out. When flying the F-4E you'll want to mix up your flight paths and use wide-birth turns to your advantage. Throttle as much as you can, the extra speed will help maintain high G-turns when you need them.
