0This level is called "Lunar Surface 2242 Alleys" in game, and the scene is from the "Neon City" asset pack by Daelonik Artworks and available in the Unity Asset Store.
My explanation for such a large Earth visible from the moon, is that in the early years of Lunar Colony Urban Development the decision was made to use a "Fresnel Dome" over the area. This dome magnifies the Earth as a beautification project.
