Here's how to Add and create animated Text Effects in Adobe Premiere Pro:

1. Create a new text layer by going to Title - New Title - Default Still.

2. Type out your text. You can customize the font, size, alignment, color etc.

3. With the text layer selected, click the Animation tab in the Effects panel. Here you can find various text animation presets like Fade In, Fade Out, Slide, Wipe etc.

4. Drag and drop the animation preset you want onto the text layer in the timeline.

5. You can customize the animation by changing the duration, adding keyframes to animation properties like scale, position, opacity etc.

6. For more advanced animation, use the tracking tools to track an object or person's movement in the frame and parent the text to the tracker.

7. You can also animate individual characters or words in a text layer using the Animator tools under Advanced.

8. For effects like glitch, jitter, blur etc add the relevant effects from the Effects panel.

9. Use motion graphics templates from the Essential Graphics panel for quick pre-animated text designs.

10. Preview your animation and make tweaks until you are satisfied. The cool text effects will grab the audience's attention!
