Got a problem running Premiere Elements 10 under 64bit Windows 7 Ultimate. GUI of the program is slow to refresh in most tasks, even prior to adding any media. Seems to improve only very slightly after turning off Windows Aero Desktop. Can't include a video of that as Fraps won't record Premiere if Aero is turned off.

29/03/2013 Update

The problem shown in this video persist on a brand new system and is in fact much worse with increased sluggish refresh.
