IPC and Penacony are not a good ship (Luofu) but the meeting seemed to have gone well, which means Sunday probably needs Aventurine or he had a way to coerce Sunday/has his secrets.
Since Aventurine is working with Black Swan, that means that indirectly, Black Swan is working with Sunday through Aventurine.
We still don’t know what Galaxy Rangers do exactly, but Aventurine claims she RKOed the Annihilation Gang and stole the invitation, which doesn’t make sense, because TB was stuck at the door even with Dan Heng’s invite, so unless the gang was named Archeron, it shouldn’t work.
This may be due to translation error, but I heavily doubt it. Since Aventurine is helping Sunday, and Aventurine is trying to turn us against Archeron, Sunday is trying to turn us against Archeron (or he might not know what peacock man is doing). Black Swan also claims that Aventurine is not trying to harm us, but she doesn’t explicitly say Archeron is bad. She does help him tp us away, preventing us from learning more about Archeron’s side of the story. But we did dream of Archeron, and as far as we know, that Archeron shouldn’t be Sparkle (red words) but would it be Black Swan? She has no reason to make us meet Archeron and also Archeron kind of remembers us from the dream?
Another reason is, Sunday may actually want the Express to stay. Sunday is using Aventurine to use Black Swan to make a deal with the Express so they won’t panic and star rail away. It makes sense he wants to make use of us to solve a crisis.
But forget the people, let’s analyse Penacony’s…dreamscape. It reminds me of HI3’s Seele’s arc. Spoilers from here skip this para if you haven’t played HI3 part 1. Seele was trapped in the Sea of Quanta, home to bubble universes. When a universe is too old, it collapses (and is implied to be ravaged by honkai) and sinks. New universes are born all of the time. The whole of Penacony dreamscape isn’t a dreamscape, its a literal bubble universe. And its disintegrating. People can leave and enter these universes, as shown when Bronya entered multiple ones to find Seele. Durandal has also been in bubble universes. Dudu met a boy in a bubble all alone (the world was very small and he was the only one there). I forgot the specific story and which universe it was, but eventually there was a collapsing world, and the point is she used herself as an Ether Anchor and tethered the bubble universe inside her own body. Spoilers end here.
So the family might be trying to find a new anchor for Penacony due to something happening to the old one/not having one before this. The destabilised bubble universe is attempting to destroy itself through means. But there is a way to survive. Make the bubble smaller. Penacony is very, very huge. They clearly don’t plan to destroy one of the hours. So, they may be trying to reduce the load by culling some people through something unto death. The hotel also looks partially deconstructed. The appearance of multiple organisations and their members on Penacony means that they can find a compatible anchor more successfully (anchors help to stabilise) but there’s one issue. Usually, the bubbles are in another plane, so anchors can walk wherever they want and the people inside are unaffected. But the way to enter it…is the person, so if the person just decides to like…leave Penacony with the dreamscape, Sunday is cooked. They would have to imprison/make the person stay by some means. Its a prison planet, so some of the cells may still be working. Think about it. What do prisons and hotels have in common? No, not criminals (cough firefly cough sparkle cough), rooms with locks. So once someone gets to the inside and becomes the anchor, they may be easily locked inside the hotel room for the rest of their existence.
