In the eastern Vausca fields, there's a ton of stuff you can do before the main story. Also, I didn't get around to finding the Hoam Torso in the fishing village until the ninth video.
You can talk to Sirra again in a fallen tower, but he still won't join.
Before going to the Sehr camp to the southwest, buy some wood from the Red soldiers in their southeast outpost. This wood is needed to build a bridge to progress in the Sehr camp.
[ 33:07 ] Boss: Oracle's Lackey
His name might not sound impressive, but he has a deadly AOE attack that has a charge indicator. He can also change his stance so that he'll dodge non-ranged attacks.
At Ohka Cliffs to the north, you'll eventually find an Ohka boss that you need to kill for a sidequest in the cave just east of the Ohka Cliffs.

Once you win, you can give its horns to the man in the cave to the east, who will then give you the ability to ride on an Ohka on the world map.
Once you're ready, make your way up the northeast mountain to meet Sirra again, who still won't join. Seriously?!
You'll eventually see a chained mountain where you'll have to fight your way through soldiers and beasts. You'll reach the Arroc Village while its under attack by Red soldiers, and sadly, you don't get to save Queen Porculienne because the Arroc laws are stupidly restrictive.
