For a while, you're just following Sam, but then you meet Stephan and need to help him resist some redcoats.

Dispose of his attackers, reduce your notoriety, and meet up with Sam.

Next, you need to liberate the district. Liberation diversions are marked on your map with large white symbols. Connor needs to murder 2 packs of tax collectors and ruin 2 tea deliveries (he's already done one of each before).

Once that's done with. Proceed to the shipyard. Connor needs to blow up three large crates with powder barrels. The barrels are near the crates, just spin the camera around if you can't spot a barrel.

Once the Shipyard tea is dealt, and the other Liberation objectives are complete, the mission is over.
