The answer is that yes, if you like Fallout, that parts that include exploration, discovery & taling to NPC's, you'll like Atom Fall, & vice versa.
I see AtomFall as a single-player, first person, open-world, sci-fi horror mystery, perhaps equate it to a super dense Fallout DLC or series of missions & related side-missions.
Atomfall doesn't have the deep RPG & level-gating you'll get in a Fallout game, but there is some levelling up & some simple crafting too.
Now I'm not saying that Atomfall is anywhere near the scale of a Fallout Game, but there's enough shared DNA that I think if you like one, you should definitely check out the other.
