Replay test with Mafia DE Launcher graphics quality set Medium vs High in initial game play video. At Medium video remains OK. FPS improved, controls more responsive, but frame rate still slow, ~ 20 fps.

THE GAME SETTING
Set in the fictional Lost Heaven, Illinois during the 1930s, it follows the rise and fall of protagonist Tommy Angelo. Tony is a Sicilian-American cab driver turned gangster in the Salieri crime family.
Improved game play builds on Mafia III enhanced mission dynamics, and introduces motorcycles as playable vehicles. New voices were cast for English localization, though some of the veteran Czech voice actors returned in the remake. An original score was created for the Definitive Edition.
When not completing in the primary narrative-advancing Missions, an open world Free Ride mode lets players casually explore the neighborhoods of Lost Heaven. Free Ride exploration removes the linear restrictions found in Mission mode. Players have explore and find hidden side missions as well as gain collectibles exclusive to Free Ride mode.
Mafia: Definitive Edition, was released September 25, 2020 for Microsoft Windows, PlayStation 4 and Xbox One, individually and in the Mafia: Definitive Edition Trilogy pack which includes remastered Mafia II: Definitive Edition and Mafia III: Definitive Edition with additional story pack DLCs and extras including the full 30s soundtrack.
