First of all, Arrokuda should not be shiny hunted at all, unless you are specifically looking for Arrokuda for whatever reason. Always shiny hunt Barraskewda instead of Arrokuda because it is much larger and noticeable.
You already have a hard time shiny hunting water Pokemon in the water, so don't make it harder on yourself. Also, reset your nintendo switch system clock until you get a barraskewda outbreak. Having lvl3 water encounter and sparkling power sandwiches won't do you any good because everything is water type in the water anyways.
You need to reset until you get an Ocean Barraskewda mass outbreak specifically, because as I demonstrate in the video, half the river mass outbreaks of barraskewda straight up don't even spawn any barraskewdas, or they only spawn a few.
