To save you some time and I hope you read this. To summarize the video I never received a call from Coach Fred, just an SMS. To get the SMS you have to complete the Main Jobs M'ap Tann Pèlen, I Walk the Line, Transmission, Never Fade Away then Transmission again.
After a while, you will receive a text from Coach Fred about the final fight. Go to the Grand Imperial Mall, left side of the main entrance there is a bench, skip time to 01:45 AM to trigger the "wait" option on the bench. If this doesn't show continue with the story, this worked when I reached the main job "Nocturne Op55N1" then skipped time to 01:45 AM. If this still doesn't work for you I apologize I don't anything to fix this issue for you.
