The Best Operator tier list just when we entered 2020, we'll be using following factors:
a) Loadout, from 1 to 5 (1 - bad loadout, 5 - the best loadout)
Loadout is depended on primary & secondary weapon, operator's speed and operator's secondary gadget. This comes very handy when looking for a soloQ operator, or a newbie-friendly operator.

b) Gadget complexity, from 1 to 5 (1- an extremely complex gadget, 5 - very basic gadget to use)
Gadget complexity is depended on how easy or hard is it to use gadget. Does it require previous experience like Maverick or is it like putting the Rook's armour plates. This rating is irrelevant when it's coming to the competitive-wise best operators, assuming that everyone knows how to play with the majority of the gadgets. This could be a reason why your operator, such as Smoke, could be rated in lower-tier than someone else. This also comes very handy when picking a newbie-friendly operator.

c) Usefulness, from 1 to 5 (1 - not useful, 5 - extremely useful)
How useful is that gadget to the team, is it a selfish gadget such as Vigil's or team-based such as Montagne's? This comes very handy when looking for a soloQ operator, or a competitive-wise operator.

d) Relevance, from 1 to 5 (1 - extremely situational, 5 - can be picked in every round)
How often can you pick these operators based on primarily their gadget, are they too situational or not? This comes very handy when looking for a newbie-friendly operator as to when you're buying an operator, you'll want to play them as much as possible.

e) Team-based rating, from 1 to 5 (1 - not team-oriented, 5 - they are all about helping their team)
Taking the operator as a whole, are they more team-oriented or not.

And we will have two more factors, that can be rated 0, 1 or 2 as those factors will mostly depend on my biased opinion, which are:

f) SoloQ rating, from 0 to 2
How good or bad are they for soloQing, I was using my past soloQ operator tier-list videos as reference.

g) Fun, from 0 to 2
How fun are they to play.

Disclaimer, this is an overall best operator tier-list, this is not a tier-list of best competitive operators or best soloQ operators or you name it. This is a list when you take EVERYTHING into conclusion, from newbie-friendly operators to the very important and very situational things.
