Hold the Line + Shield wall is such a good combo for tanking in RvR. I'm only level 20, my masteries are maxed out daft defender (18% dodge and disrupt chance) and 1 or 2 points in Defender (block chance).. my gear has mostly toughness, wounds, willpower and initiate.

Disrupt=negate range magical attacks, Dodge= negate range physical attacks, Parry=negate melee attack, Block=negate all attacks

Hold the Line! ability:

You focus your defenses against enemy fire, increasing your chances to dodge and disrupt by 45% for 12 seconds. You will also defend all allies behind you, up to 40 feet away, increasing their chances to dodge and disrupt by 15% as long as they remain at your back. Allies may have this effect stacked on them up to 3 times.

Shield Wall (rank 2 morale) ability:

Gives you almost 100% block for 10 seconds
