Changing the player movement speed was a feature in betas of Aliens vs. Predator 2, which never made it into the final cut shipped release of the game.

This multiplayer server setting allows you to setup a turbo speed server or a slow mo server. The turbo speed allows players to move around at twice their normal speed while the slowed down server has player moving at only a quarter of their normal movement speeds.

This feature was completely cut in the shipped release of the game; although, the server speed setting does appear within server config files for the game even though modifying and changing these settings seems to take no effect at all on the game.
