You Can Convert The Video Frame Rates With Blender. Example:24 fps to 60 fps, or 60 fps to 24 fps. Or 30 Or 120 Fps

[Speed Control Effect Strip]
Speed Factor = Source [Original Video Fps] / Output [Desired Output Fps]

Example: 15 Fps (Source) Divided By 60 Fps (Convert It To) = Speed Factor = 0.25 (Slow It Down) (Length Of The Video Will Increased, Be Sure To Adjust The Length Correctly)

60 Fps (Source) / 24 (Desired Output) =
Speed Factor 2.5 (Speeding It Up) (Length Of The Video Will Decreased)


When Editing Video, You Want To Have All The Video On The Same FPS, Otherwise, The Audio And Video Will Not Sync, And The Video Might Be Too Fast Or Too Slow.

Example: Export FPS is 60. You Import A 60 FPS, Finish Editing, Then Export it out As 60 FPS. The Video Will Not Have A Problem. But If You Import A 30 FPS Video With A 60 Fps Video On Export Setting At 60 Fps, The 60 Fps Video Will be Fine, But The 30 Fps Will Be Out Of Sync.
