When the fight begins, the Queen will have a spherical shield up around her. You can't damage her while this is up. After some time Queen's shield will expand outward.
You need to avoid the shield, and if you do so, the queen will be vulnerable.
I found the easiest way to avoid expanding the shield is to fall into the water and lose a small amount of HP
