The Starliner had an off-nominal orbital insertion. The burn that was meant to get CST-100 to the ISS by the 21st hasn't occurred. NASA and Boeing are evaluating how to proceed.
UPDATE: It has been decided that the Starliner doesn't have enough fuel to rendezvous with the ISS. The vehicle will perform some on orbit maneuvers to show its capabilities before landing in White Sands.
