Neo Apparati is not much different from his normal version except the 9999 defenses and heavy P.Atk. All of his attacks count as physical, but ignore Physical Reflect so another way of dealing with it has to be taken. Multiple effects come to mind: Auto Undo passive, Utsusemi, Rampart, Undo Action and elemental immunities. Elemental immunities do only take care of his skills, but if he decides to use a physical attack it will bypass this layer. Action Reaction is also not impacted. Still, it is a nice safety net, so I had both a Raikiri and an Iceflame Shield equipped for tri-elemental immunity (that would be gone once some attacks slipped through, which didn't happen). Now, any remaining two would get the Job done, but Rampart has too high a cost. Using Utsusemi with Turn Tables seemed to be fine, but using 2 BP worth of skills every two turns bears some risks. Hence, I went with Undo Action and Auto Undo. Auto Undo and Utsusemi would have worked just as well, but Undo Action just seemed more consistent. It will take care of all skills Apparati uses, and Action Reaction is then healed with Auto Undo.

Neo Apparati with a golden frame further has an Unearthly Bun both to steal and as drop after the battle. It is an easy source to get these, as all this Ba'al does is damage and elemental weaknesses. If you get it down to level 1, it is easy to rare steal and run, farming tens or hundreds of Unearthly Buns. I will personally not do this, but if this is your style then be my guest!
