In both Fable and Fable: The Lost Chapters, there is plenty of evidence on the disk to support a Bribery System that was originally meant for the game. This video is my recreation or interpretation of that idea, based off what little information that we do know about it.

It is heavily implied that this was an older version of the Crime System that already exists in the final version of game, but it is possible that it acted more like the "Apology Expression" in that you can persuade the guards through expressions so that they would not fine you for the entirety of your crimes.

There is an animation for the Hero of Oakvale, so that he can bribe the guards. Then there is the Albion Guards themselves which have a set of animations for receiving, accepting or denying the bribe attempt.

As demonstrated in this video, there are even various lines for the Albion Guards that go unused in the game which would have also been the result of your bribery attempt.
