Welcome to Conduit Stories Episode 3. We're getting there. Just 8 more conduits plus 3 final episodes about the three protagonists (Delsin, Fetch, and MacGrath) of the series so 11 more.

Well now onto the conduit story

Brooke Augustine is the director of the Department of Unified Protection or D.U.P. for short.

"I'm told that hurts"

She was activated along side Celia Penderghast (paper trail conduit) through the actions of John White (the 'beast')during inFAMOUS 2 (off screen for the most part). However when she found the military, they believed them (her and Celia the 2 conduits) to be a threat. Augustine was drawn between her dual loyalties as a Conduit and a soldier. In the end she used her powers to encase Celia in stone, convincing the military & government of her loyalty and saving the girl's life. With this she got funding (to make the D.U.P.) to "hunt" and capture conduits.
Seven years after its inception, the DUP began to lose support and funding. The DUP became the victim of its own success. With so many Conduits captured and the remaining ones in hiding, the government no longer saw them as a significant enough threat to justify the DUP's continued existence. Unwilling to let the DUP be shut down, Augustine planned to stage another Conduit incident, which the DUP would stop, reinforcing their status as a threat and the DUP's importance.
To this end, she singled out three Conduits: Eugene Sims, Abigail Walker, and Hank Daughtry. The first two she trained to hone their powers, increasing the threat that they would pose; the third, a lifelong convict, she ensured would be in the perfect opportunity to break out.
We saw this happening at the end of First Light (if don't what I am referring to here then check the 'All endings' video (not the the All hero or all evil endings but the all endings which is 30+ minutes long) and it is at the Second Son's start after Reggie was "arresting" Delsin again and lecturing Delsin about if this is how Delsin wants leave his mark on the world.
After Augustine arrives at the crash site, she soon encases Hank in concert then eventually put concrete shards in every member of Delsin's tribe (excluding his brother).Once her forces had complete control of the city, she used her powers to destroy or blockade every bridge and road leading out of it, preventing the prisoner from escape. With the city news under her control, she began to manipulate public perception of the escaped prisoners' actions, portraying them as monsters and the DUP as heroes. After Delsin entered the city, Augustine made an effort to monitor his every move. She was surprised by his ability to boost his powers by absorbing energy from blast shards powering DUP equipment, which made her even more frustrated by her own inability to do the same when she tried. She was further shocked by Delsin's ability to absorb other Conduits' powers, gaining Abigail's power to control Neon. Augustine confronted Delsin as he attempted to cross the destroyed bridge to the Lantern District, hoping to see his newly acquired Neon powers, and she pitted him against an extremely powerful DUP agent. Delsin tried to persuade her to give him her powers so he could protect his people from what she had done to them, but Augustine refused and encased him in concrete. Before she could do anything else, Eugene rescued Delsin and sent an Angel to transport him to the Lantern district.Unable to apprehend Delsin, Augustine strikes a deal with Hank, offering him his freedom in exchange for Hank leading Delsin into a trap while holding his daughter hostage as leverage. She captures Eugene and Abigail, using them as bait for help. The first fight between Augustine & Delsin (who was enraged because Augustine killed his brother) destroyed the D.U.P Island structure. Augustine eventually fleed some how.
Delsin will either confront her with the fact that she staged the escape and has been using Eugene and Abigail to make the DUP appear good (Good karma), or she will reveal it to him (Evil karma). She reveals her true intention of using the DUP to protect Conduits by imprisoning them in Curdun Cay, where they will not be killed by people who despise them and the military. She will either tell Delsin to use the people's trust in him to persuade them to support the DUP if he is good, or that his actions have more than guaranteed the success of her plan if he is evil.
Delsin battles Augustine again, defeating her and absorbing her Concrete powers, gaining her memories and discovering her motivations for her.
In the canon path (Hero) Delsin took Augustine to the authorities while in the inFAMOUS path he dropped from the building effectively killing her. Eugene, along with Abigail and Delsin, help start a new age of peace between conduits and humans. This can be the piece and love from the Hero side (canon) OR the fear induced side making humanity fear conduits effectively wishing the D.U.P was still at large.
