[BUG] Riding on Wither doesn't hurt us on Survival Mode!

🔍 Issue:
When a player uses the `/ride` command to mount a Wither or Ender Dragon in *Survival Mode*, the entities are unable to damage the rider, making the player completely invincible **without cheats or protection effects**.

🧪 Reproduction Steps:
1. Summon a Wither: `/summon minecraft:wither ~ ~ ~`
2. Switch to Survival mode: `/gamemode survival`
3. Ride it: `/ride @s mount @e[type=minecraft:wither,limit=1,sort=nearest]`
4. Observe: The Wither detects the player and keeps trying to rise endlessly but **never damages the player**, even with close proximity or collision.

💥 Expected Result:
Player should take damage when the Wither attempts to attack.

🐛 Actual Result:
Player takes *no damage* at all, even with no armor or potion effects.

📽 ️ Timeline & Key Events:

[00:00]: Player enters Minecraft world — normal survival environment.

[00:54]: Switches to Creative mode, summons a Wither, and mounts it using a mount hack or data pack.

[01:07]: Changes back to Survival mode while still riding the Wither.

[01:08]: Wither starts attacking, but player remains invulnerable—health bar untouched.

[01:29]: After dismounting, the player immediately dies from accumulated damage.

[01:51]: Recreates the glitch, again riding the Wither without taking damage.

[02:11]: Upon dismounting, instant death repeats—showcasing it's not a one-time bug.

[04:49]: Now mounts an Ender Dragon and replicates the invincibility glitch in Survival.

[05:48]: Dismounting causes another immediate death, implying damage was queued or suppressed.

[06:06]: Player quits the game, ending the session.

🧠 Additional Notes:
Happens with *both the Wither and Ender Dragon*
Might be caused by the entity's targeting logic failing due to passenger NBT
Could be exploited in PvP/custom maps/modded survival for unintended invincibility
