A more in depth analysis of my Capua; not too many egregious errors in this.

Couple things to mention: Pointless reservoir, and about the 9x4 block: It can theoretically hold two 4x4 palaces, whose housing won't disappear when devolving for being too far from a road. In practice, it's more useful for the 2x2 plebian housing.
