72Robot Storm 1.99 for C&C Red Alert 2 Yuri's Revenge is a one of the classic mods released during the previous decade. The latest version of Robot Storm 1.99 was released back in the 2006, and we are still waiting for the final 2.0 release. As you can see from the video, the mod uses a lots of voxels, shps and voiceovers which were available to the public back in the 2009. This is a common practice, most of the mods had the public assets, exclusive content was a very rare (and still is) thing.
Yuri's Revenge is an expansion pack for C&C Red Alert 2, released in the October 2001. It contains 7 missions for both Soviets and the Allies, it's focused around time travelling back in time to stop Yuri's secret plan of dominating the world by activating secretly constructed Psychic Dominator devices during the war. Missions are way harder than these in vanilla Red Alert 2 campaign but are still much easier than those in C&C Red Alert 2 Mental Omega 3.3 or C&C Red Alert 2 Mental Omega 2.0. There was also planned a campaign for Yuri but it was scrapped due to the time constraints.
Command & Conquer: Red Alert 2 is a 2.5D real-time strategy computer game by Westwood Pacific, which was released for Microsoft Windows on October 23, 2000 as the follow-up to Command & Conquer: Red Alert. Set in the early 1970s, Red Alert 2 supposedly picks up at the conclusion of the Allied campaign of the first game, but this has been subject to debate. Its expansion is Command & Conquer: Yuri's Revenge.
Freedom League is the mix between the old Soviets from Red Alert 2 and Scavengers from scrapped Renegade 2. Their technology isn't sophisticated, they use lots of flame and radiation weaponry, together with demolition trucks and buggies. But their life saving units are definetely Kirov Gunships - boy, their sheer OPness is unforgiving. With bunch of Kirov Gunships, hardly any ground and even air units have a hard time of passing nearby them.
Don't be surprised, this is how mods for C&C Red Alert 2 were looking over a decade ago. This mods requires only the Yuri's Revenge with 1.001 patch, Npatch was a new thing back then while noone thought about ARES.
